Tomas Oliva - Mayor

Having been raised in El Centro and attended local schools; I am a proud product of this community, and now I seek to represent you on the El Centro City Council.

I seek to serve you on the Council, because I would like to see our city grow in a smart/sustainable way, ensure small business growth, and improve our public safety resources. With rising costs of living, an increase in homelessness, and lack of affordable housing and job opportunities - having a qualified leader is needed now more than ever.

My professional career includes hands-on policy experience at our local, state, and federal government. These experiences have allowed me to focus on important policy issues and challenges similar to those facing our city today. The skills that I have learned will allow me to be a strong advocate for our city's prosperity & growth. My goals and values are to fight for the interests of our families and children by improving our overall quality of life.

I have earned a B.A. from UCSD in Public Law & a Master’s in Public Administration from SDSU.


Martha Cardenas-Singh - Mayor Pro-Tem

I have been a proud resident of the city of El Centro my entire life and seek to serve you on the City Council. I view the city of El Centro and its vast resources as an opportunity to promote public health, affordable housing, and pathways to higher education and employment. If elected, we need to take immediate action to improve unemployment and under-employment rates, economic development, homelessness and access to healthcare services through a collaborative effort.

As a community advocate, I have nurtured a deep commitment to social, environmental and economic justice. In my current position as the Assistant Director for the University of California San Diego- California Student Opportunities and Access Program, I have had the opportunity to encourage all students to access a higher education and/or a career technical pathway. I serve as President of MANA de Imperial Valley, Treasurer for ARC Imperial Valley, Vice President of Soroptimist of El Centro, Treasurer for Vo Neighborhood Medical and a founding member of the I.V. Unity Coalition Against Human Trafficking.

I offer my values, experience and commitment in keeping the momentum for progress for the residents of El Centro. I’m ready to listen, serve and lead.


Sylvia Marroquin - Council Member

I am a lifelong resident of El Centro and service to my community is important to me. As your elected council member I believe I can contribute to decision making that will: care for the health of our community by maintaining a strong hospital system; mitigate economic fall-out due to COVID-19 by assisting businesses with recovery and/or growth efforts; and alleviate homelessness by working with local resource agencies.

I will proactively shape the future of our city by finding solutions to the problems we face today. I am ready to serve you and our city. A vote for me is a vote for honesty, integrity and transparency.


Edgard Garcia - Council Member

It has been an honor to serve as an El Centro City Council Member and Mayor. Five years ago I ran on a platform that included infrastructure improvement and promoting new business. During my tenure as a Council Member we worked as an effective team and passed Measure P. This allowed us to improve many facets of the City. We added street lighting, safer crosswalks, improved roads, and improved and built new parks. I am proud of the businesses that we have brought to the City and ask the voters to let me continue with this work and help the City grow and prosper. With the expansion of Imperial Avenue we have the opportunity to continue growing the City.

I look forward to the chance to continue building new infrastructure to better the lives of our residents and to continue to promote new businesses and employment. As Mayor I was proud to build First Responders Park and wish to continue with these exciting projects that will be assets to the City and our future generations.


Cheryl Viegas-Walker - Council Member

Cheryl Viegas-Walker has served on the El Centro City Council since 1997, including six terms as Mayor.

Council member Viegas-Walker is the immediate past president of the League of California Cities Board of Directors and past president of the Cal Cities Women’s Caucus.

A proponent of active and public transportation, Council member Viegas-Walker chairs the Imperial County Transportation Commission and is the ICTC representative to the California Association of Councils of Government. An advocate for regional planning, Viegas-Walker is past president of the Southern California Association of Governments, and is a member of the Executive, Transportation, and Audit Committees, as well as the Imperial County representative to the SCAG Regional Council.

Within Imperial County, Viegas-Walker serves on the Airport Advisory Committee and the Citizen Advisory Committee for Centinela State Prison.

Council Member Viegas-Walker is a member of the Juvenile Justice Commission, a state mandated citizens' commission which operates under the auspices of the Imperial County Probation Department. She also serves on the San Diego State University [Imperial Valley Campus] Dean's Advisory Board and is active with the Imperial Valley Food Bank. She is a graduate of the University of Washington.
