Dr. Adolphe Edward, DRHA, MBA, MS - Chief Executive Officer
Adolphe Edward is the chief executive officer for El Centro Regional Medical
Center (ECRMC), an acute care medical center in Southern California’s
Imperial Valley that is affiliated with the UC San Diego Health Care Network.
He brings to the position more than 29 years of experience in health care
strategy and operations at public and private systems worldwide.
Dr. Edward was most recently market CEO of Kindred HealthCare, a Fortune
100 company where he helped grow market share for inpatient services.
He has also held senior leadership roles at hospitals across the U.S.
and abroad, focusing on attracting new patients and growing specialty
services. These positions include Chief Medical Operations for Honeywell,
where he oversaw medical operations at multiple locations in Turkey, Oman
and United Arab Emirates, as well as a dual role as chief operating officer
and chief quality officer for Dell’s health sciences division/SEHA
in Abu Dhabi, where he was responsible for 9 hospitals and over 60 clinics
in the UAE health system. Prior to that, Dr. Edward held many executive
leadership positions in health care for the U.S. Air Force for over 22 years.
He holds a doctorate in healthcare administration and leadership from the
Medical University of South Carolina, a master’s of strategy and
international relations from Air University (U.S. Air Force), an MS in
healthcare administration from Trinity University, an MBA from Florida
Metropolitan University, and a BS in biological studies from Wichita State
University. He also earned several certifications related to leadership
Dr. Edward is a fellow of the American College of Healthcare Executives
(ACHE) and a diplomate of the American Academy of Medical Administrators (AAMA).
Louise Kenney, RN, BSN, MSM - Chief Nursing Officer
Ms. Kenney is the Chief Clinical Officer at El Centro Regional Medical
Center. She has served in several leadership roles including Chief Nursing
Officer, Administrator for free standing surgery center, Professional
Development for providers and many other key roles in hospital settings.
Ms. Kenney worked as a Healthcare consultant and provided assistance in
operational transformation, clinical workflow and process changes, acquisitions
and mergers, supply chain and regulatory compliance. Her experience spans
over all types of healthcare segments including acute care, sub-acute
care, ambulatory services and clinic practices.
Ms. Kenney received her BSN at Alverno College and Masters of Science in
Management at Cardinal Stritch University in Wisconsin.
Luis Castro, BS - Chief Human Resources Officer
Luis Castro started his career in Human Resources and Management in the
private sector and joined ECRMC in 2005. He currently serves as the organization’s
Chief Human Resources Officer, overseeing the organization and administration
of Human Resource services. He has held various positions over the years
Luis is an Imperial Valley native and a graduate of Brawley Union High
School. He holds a Bachelor of Science degree in business with a concentration
in human resources management. He is a member of the Imperial Valley Human
Resources Association, Society for Human Resources Management, and the
Professionals in Human Resources Association.
Cathy Kennerson - Chief Strategic Officer
Cathy Kennerson joined ECRMC seven years ago and serves as the organization’s
Chief Strategic Officer. In this role, she oversees the marketing department,
volunteer services department, the ECRMC foundation and strategic planning.
She sits on a number of local boards and is a member of the American College
of Healthcare Executives and the Society for Healthcare Strategy and Market
Prior to joining the hospital’s leadership team, Ms. Kennerson served
the business community as the CEO of the local chamber of commerce. She
began her healthcare career as a Certified Health Education Specialist,
and she served as an administrator for a cholesterol treatment center
in San Diego prior to moving to the Imperial Valley. Ms. Kennerson has
worked in the healthcare industry for 23 years.
Mark Nellis, CPA, MBA - Chief Financial Officer
Mark recently joined El Centro Regional Medical Center as the Head of Finance.
Mark has an over 20-year career managing the finance and general accounting
functions at acute care, long-term and behavioral hospital facilities.
He is a known-turnaround expert who partners the finance function with
corporate-level strategies, operations and objectives to develop and implement
revenue enhancement and expense reduction initiatives.
Most recently, Mr. Nellis served as the Chief Financial Officer at Bakersfield
(CA) Behavioral Healthcare Hospital. This is a 90 bed behavioral acute
care hospital with approximately $50MM of annual revenues. Prior to Bakersfield
BHH, Mark served as the Director of Finance / Chief Financial Officer
at The Guidance Center in Flagstaff, AZ, the Ho’ola Lahui Hawaii
Community Health Center, the Sitka Community Hospital (Alaska) and West
Kauai Medical Center (Hawaii).
Ronda Sanchez - Chief Compliance Officer
Ronda Sanchez moved to the Imperial Valley over decade ago and soon found
a home at ECRMC. With the intention of pursing nursing, she certified
as an EMT and telemetry technician and began working in the ICU. With
nearly eleven years’ experience in Health Information Management
and a combined passion for both healthcare and human rights, her path
at ECRMC eventually led to a career in Compliance and Patient Privacy.
As the Chief Compliance Officer, Ronda oversees the ECRMC Compliance and
Privacy program in addition to Cybersecurity. Ronda has a Bachelor of
Science in healthcare administration and is Certified in Healthcare Compliance
(CHC) through the Health Care Compliance Association.
Mark Lauteren, MBA, CHCIO - Chief Information Officer
Mr. Lauteren is an experienced information services executive with over
35 years healthcare IT experience. Having worked for almost every sector
of the healthcare delivery system, including hospitals and health systems,
his strong technology background and skill will enable the El Centro Regional
Medical Center to migrate into the next decade resulting in the delivery
of both great patient care and great patient and customer experiences.
Mr. Lauteren comes to El Centro Regional Medical Center from Astria Health
on the Eastern Side of Washington, where he was the Chief Information
Officer. Before that Mr. Lauteren was also the Chief Information Officer
at the University of South Alabama Health System, Mobile, AL.
Previous experience includes serving as Director of Health Information
Systems for Allegiance Health, Jackson, MI and Director of Technology
Services for Salem Hospital, Salem, OR. Mr. Lauteren also served as Regional
IT Support Manager for Engineering Computing at Intel, and as Business
and Program Development Manager/Senior Project Manager for Science Application
Internal Corporation in San Diego, CA. Mr. Lauteren has been a healthcare
consultant for high tech organizations and health systems throughout the
country providing him with broad and diverse IT skills and the ability
to incorporate unique solutions to complex organizational structures.
Mr. Lauteren received his Bachelor of Science in Computer Science and his
Master’s in Business Administration from San Diego State University.
He is CHIME Certified Healthcare CIO (CHCIO). He also was Michigan Quality
Council Certified Examiner (Michigan Baldridge Committee) and a College
of Healthcare Information Management Executives (CHIME) member.
Charles Rhoades, CLS - Chief of Ambulatory Services, Acting
Charles (Charlie) Rhoades serves as the organization’s Acting Chief
of Ambulatory Services. In this role, he oversees the Laboratory, Medical
Imaging, Pharmacy, Dietary and Biomedical Services departments. He is
a proud graduate of the University of Arizona where he earned Bachelor’s
degrees in Microbiology and Medical Technology followed by a Master’s
degree in Management from the University of Redlands. Charlie began his
professional career as a Clinical Laboratory Scientist at El Centro Regional
Medical Center in 1979. He has over 39 years of experience working in
acute care hospitals, with the last 33 of those in a variety of leadership
roles. Charlie also has significant experience overseeing a variety of
other clinical and non-clinical support areas including Cardiopulmonary
Services, Rehabilitative Services, and Facilities.
