Chief Executive Team

Dr. Adolphe Edward, DrHA, MBA, MS - Chief Executive Officer

Adolphe Edward is the chief executive officer for El Centro Regional Medical Center (ECRMC), an acute care medical center in Southern California’s Imperial Valley that is affiliated with the UC San Diego Health Care Network. He brings to the position more than 29 years of experience in health care strategy and operations at public and private systems worldwide.

Dr. Edward was most recently market CEO of Kindred HealthCare, a Fortune 100 company where he helped grow market share for inpatient services. He has also held senior leadership roles at hospitals across the U.S. and abroad, focusing on attracting new patients and growing specialty services. These positions include Chief Medical Operations for Honeywell, where he oversaw medical operations at multiple locations in Turkey, Oman and United Arab Emirates, as well as a dual role as chief operating officer and chief quality officer for Dell’s health sciences division/SEHA in Abu Dhabi, where he was responsible for 9 hospitals and over 60 clinics in the UAE health system. Prior to that, Dr. Edward held many executive leadership positions in health care for the U.S. Air Force for over 22 years.

He holds a doctorate in healthcare administration and leadership from the Medical University of South Carolina, a master’s of strategy and international relations from Air University (U.S. Air Force), an MS in healthcare administration from Trinity University, an MBA from Florida Metropolitan University, and a BS in biological studies from Wichita State University. He also earned several certifications related to leadership and management.

Dr. Edward is a fellow of the American College of Healthcare Executives (ACHE) and a diplomate of the American Academy of Medical Administrators (AAMA).

Louise Kenney, RN, BSN, MSM - Chief Nursing Officer

Ms. Kenney is a Director with Alvarez & Marsal Healthcare Industry Group. Ms. Kenney brings over 40 years of clinical experience in nursing, hospitals, ambulatory surgery centers, clinic operations, post-acute care and ancillary support services.

Also, Ms. Kenney has led clinical and non-clinical teams to assist her clients in meeting and reviewing regulatory compliance to improve quality of care within healthcare facilities for survey readiness.

Ms. Kenney has been involved in assessing structure and organizational design of CMS conveners for a large physician group seeking to optimize their BPCI program service line.

Ms. Kenney has led teams in operational and fiscal improvement engagements including labor and non-labor expense reduction, she has implemented departmental turnaround plans in outpatient and inpatient services. These projects addressed management infrastructure, staff productivity and competency, and standardizing the delivery of care to create efficiencies in patient throughput. She has also led revenue enhancement initiatives through cost management and introduction of new services,

As a seasoned consultant, Ms. Kenney has developed and implemented strategies utilizing nationally accepted industry benchmarks and evidenced-based studies in clinical and operational improvement, supply chain, and expense utilizing various analytic methodologies to defend cost management opportunities.

Ms. Kenney worked with several facilities to enhance current service lines or develop new service lines to create visibility and in the market by developing new revenue streams.

Ms. Kenney received her BSN at Alverno College and Masters of Science in Management at Cardinal Stritch University in Wisconsin.

Luis Castro, BS, Chief Human Resources Officer

Luis Castro started his career in Human Resources and Management in the private sector and joined ECRMC in 2005. He currently serves as the organization’s Chief Human Resources Officer, overseeing the organization and administration of Human Resource services. He has held various positions over the years with ECRMC.

Luis is an Imperial Valley native and a graduate of Brawley Union High School. He holds a Bachelor of Science degree in business with a concentration in human resources management. He is a member of the Imperial Valley Human Resources Association, Society for Human Resources Management, and the Professionals in Human Resources Association.

Cathy Kennerson- Chief Strategic Officer

Cathy Kennerson joined ECRMC seven years ago and serves as the organization’s Chief Strategic Officer. In this role, she oversees the marketing department, volunteer services department, the ECRMC foundation and strategic planning. She sits on a number of local boards and is a member of the American College of Healthcare Executives and the Society for Healthcare Strategy and Market Development.

Prior to joining the hospital’s leadership team, Ms. Kennerson served the business community as the CEO of the local chamber of commerce. She began her healthcare career as a Certified Health Education Specialist, and she served as an administrator for a cholesterol treatment center in San Diego prior to moving to the Imperial Valley. Ms. Kennerson has worked in the healthcare industry for 23 years.

William Van Noy - Chief Financial Officer

Mr. Van Noy is a 27-year Air Force veteran and retiree. Mr. Van Noy holds bachelor’s and a master’s degree in Business Administration with an emphasis in Accounting. Mr. Van Noy is currently a doctoral candidate with the University of Phoenix.

Mr. Van Noy brings to the county and the hospital well over 25 years of experience. Mr. Van Noy has served as Chief Financial Officer for several critical access hospitals and most recently as an independent healthcare CFO consultant with rural hospitals, a behavioral hospital and an ACO nationally. His financial expertise includes manufacturing, government, non-profit and for-profit organizations.

Ronda Sanchez- Chief Compliance Officer

Ronda Sanchez moved to the Imperial Valley over decade ago and soon found a home at ECRMC. With the intention of pursing nursing, she certified as an EMT and telemetry technician and began working in the ICU. With nearly eleven years’ experience in Health Information Management and a combined passion for both healthcare and human rights, her path at ECRMC eventually led to a career in Compliance and Patient Privacy.

As the Chief Compliance Officer, Ronda oversees the ECRMC Compliance and Privacy program in addition to Cybersecurity. Ronda has a Bachelor of Science in healthcare administration and is Certified in Healthcare Compliance (CHC) through the Health Care Compliance Association.

Dr. David Joseph Ranney - Chief Patient Services Officer

Dr. David Joseph Ranney is our ECRMC Chief Administrative Officer of Patient Services. His career has been an exciting journey! He started with the US Navy as an enlisted Hospital Corpsman whose training and work focused on trauma and related operations. He spent time both in the United States and in many exciting countries around the world. After 5 years enlisted, he focused on academics, receiving a Bachelor’s in Government, a Master’s in International Management, certification in Six Sigma/Lean for Healthcare, and a Master’s in Business Administration. Following the education, he went back to the US Navy and served as a Supply Corps Officer, where he once again traveled the world and worked in positions ranging from Disbursing Officer aboard the USS Theodore Roosevelt (CVN-71) to Supply Officer for COMPSRON TWO in Diego Garcia.

After serving 4 years as an Officer, he began work in Africa where his positions ranged from Fellow with the Yale-Clinton foundation in Ethiopia, to CIO/CFO/COO for a 540-bed hospital in Libya, to CFO overseeing two hospitals in Saudi Arabia. David then met and married Alberta Marie (Alma) who is from South Africa in 2011. David received his Doctorate in Healthcare Administration in December of 2015 from Central Michigan University.

Dr. Jerry Gardner - Chief Ambulatory Services Officer

Dr. Jerry Gardner, LCDR, USN (ret) joined ECRMC in December 2016 and serves as the Chief Administrator Officer, Ambulatory Services responsible for oversight of Medical Imaging, Pharmacy, Laboratory, Dietary, Facilities, Rehabilitative Services, and Biomedical Services. Dr. Gardner is a retired Navy Medical Service Corps Officer and has served over 28 years in senior Military and Government healthcare leadership positions including Hospital Administrator of a multi-disciplinary Navy Hospital and Chief of Program Operations of the 22 billion dollar TRICARE health plan for the Western United States. He sits on a number of local boards including the Imperial County Continuum of Care Council assisting Homeless Veterans in Imperial County.

Dr. Gardner began his healthcare care serving his country in the US Navy as a Medical Service Corps office in 1986 where he served until he retired in 2006. Healthcare executive positions in the Navy included Hospital Administrator, Clinic Director Positions, Director of HR, COO, CEO, Regional Medical Planner, and countless days of deployments overseas and in combat zones.

Tyler Salcido- Assistant Chief Financial Officer

Tyler Salcido is a 1986 graduate of California State Polytechnic University, Pomona where he received his Bachelors of Science degree in Business Administration / Accounting. Mr. Salcido joined ECRMC in March 2016 as its Director of Accounting and was appointed Assistant Chief Financial Officer in December 2017.

Prior to joining the hospital Mr. Salcido was the Controller for a company in the agriculture industry for 17 years prior to becoming the Vice President of Administration/Chief Financial Officer for a company in the construction equipment industry for over 9 years. In addition he served on the city council for the City of Holtville, Ca. from 1995 to 1998 and was its Mayor in 1997 - 1998.

Mr. Salcido is a member of the Healthcare Financial Management Association, a graduate of the California Agriculture Leadership Program, and recently acquired Lean Six Sigma Yellow Belt certification in January 2017.
